You cannot install Active Directory in Windows Sever 2008 Web Edition.
You can install Active Directory on the full version of Windows Server 2008 as well as Server Core, a new installation option in Windows Server 2008.
After the Operating system requirements, we have the other requirements such as, we should know the Name and Password of Local Administrator.
Your partition should be formatted in NTFS file system.
The SYSVOL Folder:
SYSVOL folder is a shared folder exists on all domain controllers and s used to store Group Policy Objects, login scripts and other files that are replicated domain-wide.

OS Requirements:
First of all you should fulfill the OS Requirements (Operating system Requirements) to install Active Directory. See the following requirements below- A Server Running
- Windows Server 2012
- Windows Server 2008 Standard Edition,
- Windows Server 2008 Enterprise Edition, or
- Windows Server 2008 Datacentre Edition.

Space Requirements:
We need minimum 200MB space to install Active Directory in a NTFS formatted partition as mentioned earlier.
Beside this we need minimum 50MB more free space for transaction log files. It means when we will transfer files from one place to another then we needs 50MB free space to accomplish this task. These files can be located on the same partition as database files or elsewhere.
Transmission Control Protocol/Internet Protocol (TCP/IP):
After this the Transmission Control Protocol/Internet Protocol (TCP/IP) must be installed and configured on your Server plus it should be working on your Server and connected to your Network.
DNS (Domain Name System Services) Server:
DNS server is the most important requirement of Active Directory. The Active Directory cannot work properly without DNS server.
DNS (Domain Name System Services) Server resolves the Name to IP and IP to name, means it tells us the particular computer names and its related Ip address.
Microsoft recommends that the server providing DNS for Active Directory should be able to support incremental zone transfers and dynamic updates.
